Most seniors prefer to stay in their own homes. Familiar surroundings and daily routines play a huge part in their wellbeing. The main goal is simply figuring out the right level of support to make living at home safe and comfortable.
We always start with a home assessment. A care coordinator meets with the family and the person receiving care to understand everyone's perspective. From there, we look for a caregiver who truly suits your household, rather than just sending the first person available. Factors like language, personality, smoking habits, pets and religious observance all play a role in a successful match, so we discuss these details right away.

When a few hours of support isn't enough to keep someone safe, live-in care ensures a caregiver is living in the home and present overnight. This doesn't mean the caregiver is working 24 hours a day, as rest periods and time off are built into the schedule from the start. Families usually transition to live-in care following a fall, or when a condition like dementia makes wandering a risk.
If your home doesn't have the space to accommodate a live-in caregiver, an alternative is shift-based care, where multiple caregivers rotate so someone is always on duty and well rested. You can find more on our live-in caregiver page.
In Israel, live-in care almost always involves hiring a foreign caregiver. This process starts with getting a permit from the Population and Immigration Authority.
To be eligible, the person needing care must be an Israeli resident above retirement age, living at home (or in sheltered housing, but not a nursing institution), and require help with daily activities based on Bituach Leumi's dependency criteria. You submit an application with the supporting documents and pay the required fee. In urgent cases, such as a hospital discharge, a temporary three-month permit can be issued to bridge the gap.
It is important for families to know that under this specific arrangement, the permit is issued in the patient's name. This means the household officially takes on the employer's responsibilities for wages, working conditions and severance pay. This differs from hourly care arranged through the benefit, where the caregiver is employed through us. We will happily walk you through exactly how this works before you make any commitments, so you feel completely prepared.
Once your permit is approved, you register with a licensed private employment bureau to manage the placement. We would be glad to handle this on your behalf. If a placement doesn't work out, just let us know, and we will guide you through your alternative options.

The long-term care benefit (Gimlat Si'ud) from Bituach Leumi helps cover a significant portion of care costs for most families. It is usually provided as weekly care hours rather than direct payment, though at the highest eligibility level you may be able to opt for a monthly cash benefit instead. We recommend confirming with Bituach Leumi which option applies in your case.
Eligibility is determined by the state. Once you file a claim, a Bituach Leumi assessor, usually a nurse, physiotherapist or occupational therapist, conducts a dependency test to evaluate mobility, cognitive function and the ability to perform daily tasks. This is generally done by phone with the individual or a family member, though it may also take place as a home visit. Based on this test, you are placed into one of six levels.

Caring for someone with dementia requires a special touch, and not every caregiver is suited for it. Consistency is key: having the same person, the same routine and the same morning schedule helps reduce agitation and confusion.
We look for caregivers experienced in cognitive decline. They know how to handle the challenges families find most heartbreaking, such as repetitive questions, nighttime restlessness, and the pain of no longer being recognized. Through our subsidiary, Nativ 2, we provide nationwide nursing care for individuals with physical disabilities, and we are authorized by the Ministry of Defense to offer mentoring and accompaniment for disabled IDF veterans, victims of hostile action, and bereaved families.
